STAVANGER, Norway -- While UK officials are already alarmed about the status of their country’s offshore oil and gas production, their Norwegian counterparts are taking no chances, either. The prescription, both groups say, is a combination of greater efficiency and cost containment. “A whole generation of UK citizens has forgotten how the UKCS used to be,” a concerned Stephen Speed told a Tuesday afternoon audience at ONS. Speed was formerly the director of Energy Development at the UK Department for Energy and Climate Change, and now fills the role of acting director general, International Climate Change and Energy Efficiency. “In terms of the wells and reservoirs, we have gone from simplicity to complexity,” continued Speed. “Yet production fell 37% between 2012 and 2013.”
